Meeting of the Rapporteur Group to Prepare for the WTSA will take place on May 23 in Brasilia, Brazil

1996 Meeting of COM/CITEL

COM/CITEL established a number of temporary working groups to handle some of the many items which must be addressed in the coming year. These new groups will address:

a) preparations for the 1998 ITU World Telecommunications Development Conference; and b) the CITEL Structure and functioning.

1998 CITEL Assembly: The Assembly will be held from 2-6 March 1998 in Quito, Ecuador and it will be a Ministerial Level Meeting. The administration of Ecuador and the Steering Committee will coordinate on the agenda and calendar of activities for the Assembly and these will be available in August 1997 so that Members can have sufficient time to plan their participation. The major theme of the Assembly will be the future of telecommunications in the Americas and the need to have continued support for the objectives of the Summit of the Americas.

The schedule of meetings for 1997 was decided upon:

Feb/17-21 PCC.II in Port-of- Spain, Trinidad & Tobago.

Mar/10-14 PCC.I in Porlamar, Isla Margarita, Porlamar, Venezuela.

Apr/07-11 PCC.III in Cartagena de Indias, Colombia.

Jun/16-20 PCC.III in Brazil.

Aug/12-13 Steering Committee in Washington - also Ad Hoc Group of Structure and Functioning of CITEL in Washington, D.C., USA.

Aug/14-15 Joint Working Group on Legal Matters and Administrative Procedures of the PCC.I, II and III. in Washington, D.C., USA.

Aug/25-29 Working Group on Standard Cordination of PCC.I in Paraguay.

Sep/22-26 PCC.III in Mexico.

Oct/13-17 PCC.I in Brazil.

Dec/01-05 COM/CITEL together with a meeting of the Ad hoc Working Group on Structure and functioning of CITEL in Uruguay.

COM/CITEL prepared a draft budget for submission to the OAS General Assembly in 1997 to cover the two years of 1998-1999.

COM/CITEL also examined and revised the Strategic Plan, and approved the Annual Report. An agreement was signed with AHCIEF with the aim of establishing closer ties between the two organizations. COM/CITEL also authorized the chairman to sign similar agreements with other bodies within the region if there is expression of a desire to do so.

In addition, COM/CITEL examined ways to improve the image of CITEL and to increase its visibility. This item will be revised routinely in the future.

VI Meeting of the PCC.III:

Radiocommunications

The Sixth Meeting of PCC.III was held in Acapulco, Mexico, from 9 to 13 December 1996 and it was attended by more than 190 participants from 14 member countries, 50 Associate members, International and Regional Organizations and Permanent Observer Missions.

The meeting addressed many important issues related to fixed wireless access infrastructure and its growing demand due to technological advances which help countries to leapfrog from old telephone equipments to installations that may provide basic telephone services easily and quickly.

To allow participants to know about the latest technologies, on December 9 there was a Seminar on Applications in the band 1910-1930 MHZ where there were presentations of Motorola, Wise, Nortel, Lucent Technologies, Siemens, Alcatel, NEC, and Ericsson. Here there was an overview of the requirements, applications and benefits of wireless technologies. One item that was analyzed were the Unlicensed Personal Communications Systems that address the need for in-building and campus-wide coverage and whose allocation is used for the development of new technologies as wireless LANs and PBX. In this regard PCC.III resolved to consider developing a technical and procedural framework that supports the operation of low power PCS devices and applications.

Another item that drew the attention of the meeting was the radio spectrum data base that was expanded to the range 137-2500 MHz from 960-2500 MHz taking into account the importance of this information for the harmonization of the spectrum.

One of the most important achievements of this Sixth meeting was a recommendation that identifies spectrum for Fixed Wireless Access applications in the bands 824-849, 869-894 MHz, 1850-1990 MHz and 3.4-3.7 GHz. As it is important to continue studies and determine the incompatibilities that may exist between Fixed Wireless Access and Personal Communications Systems, a Working Group was established to prepare a study on it. This Working Group is chaired by Mr. Héctor Budé of Uruguay who will be accompanied by Mr. Marco Pérez (Ericsson, Colombia) and Mr. Michael Lynch (Northern Telecom).

Technological developments now allow the use of geostationary Satellite Systems with frequency bands not usually used. PCC.III established a Working Group to identify alternative frequency bands that could be considered. This WG is chaired by Mr. Alonso Picazo of Mexico.

Taking into consideration the ITU World Radiocommunication Conferences, PCC.III approved a procedure to submit joint documents to the ITU-R. This was adopted having in mind the Draft Report on Common positions that discusses each item on the WRC-97 Agenda that is being prepared and will be submitted to the ITU. During the meeting new information was introduced to the report and the new version will be sent for revision by the countries.

In addition recommendations were adopted covering:

  1. regulatory aspects identified in the report of the Forum on GMPCS of the ITU;
  2. sharing rules between Local Multipoint Distribution/Communication Service (LMDS/LMCS) and non-geostationary mobile satellite service (NGSO MSS) feeder links;
  3. allocations to MSS on the 2 MHz band where it was recommended that fixed systems should use spectrum outside of the global and regional MSS allocations; and
  4. a band plan for trunking was distributed for consideration that includes frequency bands of 806- 869 MHz and 896-940 MHz.

The next meeting is scheduled to be held in Cartagena de Indias, Colombia, April 7-11, 1997.
