1. The CITEL Electronic Forum

CITEL Electronic Forum offers typical BBS features including automatic e-mails to everyone in the group when a new item is posted, file searching, file uploading and downloading, news and bulletin announcements. The main objectives of this service are:

As is established in each case by the CITEL Regulations and the Working Group, in the CITEL Electronic Forum may participate:

3. Registration for the Forum

You will have to complete the form on line. It will be submitted to the coordinator who verifies your right as a CITEL member to participate. You should fill as an administration or associate member but not both. The fields with a * (asterisk) must be filled. When this registration is authorized, an automatic e-mail will be sent to the person giving the username and password. The user name will in general be <First_Name Last_Name>. In case this user name has already been used you will be assked by e-mail to register again by adding or modifying this information.

Please write down your password. If you forget it, you should get in touch with CITEL to update it.

4. Options of the CITEL Electronic Forum pages

It's important to familiarize yourself with the options. The following highlights the more important.

Clips:
It means that there is a document attached to the item. Documents may be in English or Spanish, which will be indicated.
Collapse:
In the case of many documents, it just shows the main issues. You have to click on an issue to see the documents presented for it.
Compose:
To upload a document. It means you can attach a document or cut and paste it in the comment space.
Coordinator View:
Documents posted that the Coordinator has pending review.
Date:
It is the date the Coordinator checked the document.
Home:
It is the central page of the Electronic Forum. Anyone on the Internet can access up to this point.
Main View:
The principal view of the forum that allows you to view the issues and documents, go to the screen to compose a new document, go to the screen that sorts by number or title and see the list of participants.
Next:
It allows you to go to the next page.
New:
It means this document or proposal was presented in the preceding 5 days.
Participants:
List of participants in the group.
Previous:
It allows you to go to the previous page.
Search:
you may search every document posted. It searches the title and also inside the document; you do not need to open it.
Sort by title:
It allows you to sort documents by title.
Sort by number:
It allows you to sort documents by number, newest items listed first.

5.Preparation and submission of documents.

Submission of documents

You have to choose the issue under which your document best fits. The main issues have been selected by the group, taking into account the subjects under study. In case you want to propose another issue please put it under "Other", the group will decide if it is necessary to open another issue. Afterwards, simply attach the document and if you want a brief comment. Be as brief but informative.

We ask you that you check files for computer viruses before uploading them.

The document will be assigned a number automatically. You will not see the document posted on the main page until the coordinator has approved it.

Each group will have to designate a coordinator. The coordinator will approve registrations and check the document. Once approved, documents will be immediately available for group participants to see and there will be an automatic e-mail sent out to notify about the new information available.

Please be advised that you can submit comments for the existing documents and revise documents. You have to just click on the document, for example 100, and afterwards click on the "comment" button. In the current prototype a comment number ends with a suffix "C". At the present time the comments are not sequentially numbered like C1, C2, etc., this will be solved in the future.

Deletion of Submissions

The Coordinator can delete a submission, in that case the numbering will not be sequential.

Modification of Submissions

If a user sent a document by mistake he has two options:

  1. ask the coordinator to delete it when he check it
  2. once the document is posted, the user may edit by doing click on "My documents". He can only change the documents he has authored.

Use of CITEL Template

The CITEL Template is designed to be consistent with the CITEL documents and is extremely simple to use. You can find an up-to-date version on the web portal of the permanent consultative committee to which you belong. Listed below are steps to begin using the CITEL Template:

Numbering

The numbering of documents is done automatically. A user may present new documents, revise his/her own documents or compose comments to documents already presented. The Coordinator can also prepare revisions in case they are needed.

6. Viewing files or downloading files

Documents will be in plain text or MS Word. In case you do not have Word you might download a free MS Word viewer. It is a 3.8 Mb file and could take up to 30 minutes to download on a slow connection.

With the Word viewer or application installed on your computer, you can view documents. Your browser will prompt you for this when you click in click or in the document.

7. Search capabilities

There is a search capability that allows to search taking into account any of the following criteria: issue, country or any word. You can use boolean text searches (i.e. telecommunications AND applications)

8. Role of the Coordinator

The Coordinator will approve registration after consulting with the national representative. The Coordinator will also introduce new issues and clean old or already approved issues.

If you experience any problems with the system, please contact  CITEL Helpdesk.

Submission of a wrong document

If a user has submitted an incorrect document, the user cannot delete it. One has to request the coordinator or he can include the new document by submitting a comment document in the Electronic Forum.

Cannot upload a document

You just have to browse for a document in your local system and click on the document. If you experience any problems with the system, please contact CITEL Helpdesk, explaining the procedure you use. Note that older browsers do not support File Upload Control. You must have Netscape Navigator 3.x or Microsoft Internet Explorer 3.02 or later.

Password doesn't work

Check that you typed it properly (both the user name and password are case-sensitive). For more information, please contact CITEL Helpdesk. You may change your own password online.

To update your user information online

Please contact the CITEL Helpdesk Send a message to CITEL. In the next phase a user will be able to update the user information online.

10. Restrictions on users

Please check documents for computer viruses before uploading them. A user may modify only those documents he/she has submitted.

11. Sending an E-Mail message to the other participants via the Forum

If you want to send an e-mail to someone in particular, just check the list of participants.

12. Security of the system

Participation in the Electronic Forum is restricted by the Username and Password. The security of the current system is very basic. Please do not post any sensitive or confidential information in this forum.

13.Technical issues

This application was developed using Lotus Domino software running under Windows NT and supported by the Organization of American States' Information Technology Division. Older browsers (prior to Netscape Navigator 3.x or later and Microsoft Internet Explorer 3.02) do not support File Upload Control. Beyond these minimum requirements, we strongly recommend that you upgrade to the latest version so that you may fully enjoy your online experience:
