Implementation of the GMPCS MoU Arrangements in the Americas

The Fourteenth Meeting of the Permanent Consultative Committee III: Radiocommunications,

CONSIDERING:

  1. That the first World Telecommunication Policy Forum (Geneva, 1996) developed the Global Mobile Personal Communications by Satellite Memorandum of Understanding ("GMPCS MoU") and that Implementation Arrangements were later developed to facilitate type approval and the circulation of GMPCS terminals across national borders;
  2. That the World Telecommunication Development Conference (Valetta, 1998) adopted Recommendation 8, "The Timely Implementation of GMPCS," to encourage implementation of the GMPCS-MoU and Arrangements;
  3. That the ITU Council and Plenipotentiary Conference assigned the ITU Secretary-General to serve as the Depositary for the GMPCS-MoU Arrangements, and
  4. That the ITU Secretary-General has invited Administrations to participate in the Arrangements and to respond to four system specific implementation letters,

CONSIDERING FURTHER:

  1. That CITEL has recognized that its members will benefit from the early implementation of GMPCS services in their countries and from the unhindered cross-border circulation of GMPCS terminals;
  2. That CITEL countries have worked together to promote the implementation of GMPCS in the Americas, and
  3. That twelve CITEL Administrations have signed the GMPCS MoU,

RECOMMENDS:

  1. That CITEL Administrations continue their efforts to implement the GMPCS MoU-Arrangements, including responding to the Secretary-General’s system specific implementation letters.
  2. That CITEL Administrations provide to the Executive Secretary in advance of the XVth meeting, the information referred to in the Survey on the Implementation of the GMPCS MoU-Arrangements in the Americas, which is in the Annex to this Recommendation.

INSTRUCTS THE EXECUTIVE SECRETARIAT:

To send all CITEL Administrations a copy of the annexed Survey on the Implementation of the GMPCS MoU-Arrangements in the Americas with a request that they respond with the requested information in advance of the next meeting of PCC.III.

SURVEY ON OF THE IMPLEMENTATION
OF THE GMPCS MOU-ARRANGEMENTS IN THE AMERICAS

  1. Has your Administration/Competent Authority signed the GMPCS Memorandum of Understanding ("MoU")?

    If not, is there a particular reason or concern preventing or delaying your Administration/Competent Authority from signing the MoU? Please describe.

Has your Administration/Competent Authority informed the ITU Secretary-General of its intention to implement the GMPCS Arrangements with regard to terminal type approval, licensing, marking, customs arrangements, and access to traffic data? (Note that it is encouraged, but not required to sign the MoU is prior to implementing the GMPCS Arrangements.)

As part of the GMPCS implementation process, the ITU Secretary-General sends to Administrations/Competent Authorities specific system implementation letters indicating systems that have met the GMPCS MoU requirements regarding approval of their terminals. Administrations are strongly urged to respond to these system specific implementation letters to indicate whether these terminals are allowed into the country and any restrictions for their transit or use. Please provide below information on the status of your response to the following letters and any conditions imposed.
