XIII Meeting of PCC.I will be held in Puerto Iguazú, Misiones, Argentina from August 5 to 8, 2008

The World Radiocommunication Conference 2003 that concluded in Geneva July 4, 2003 was attended by more than 2300 participants from more than 140 countries that gathered to consider the 48 agenda items. The objective being the establishment of technical, operational and regulatory guidelines for the use of frequency bands and satellite orbits. CITEL presented 279 inter-american proposals (IAP) to this conference and during the whole event had coordinators for each of the agenda items following all the issues and evaluating in coordination meetings –55 CITEL coordination meetings took place during the conference- with the administrations of the Americas the decisions to take so as to move forward. These meetings were added to the already packed calendar of the committees and the more than 44 ad hoc groups, sub working groups or drafting groups that the Committees created to solve specific issues.
The Conference was expertly and efficiently directed by Ms. Veena Rawat from Canada who kept discussions on track and managed to achieve delicate balances on difficult issues. At this Conference it was confirmed the importance of the preparatory work of regional telecommunication organizations because of the benefit it brings to Member States and also for the opportunity for interregional discussions prior to the conference. This preparation has eased the task of reaching a consensus during the conference. For CITEL the result was positive as a high percentage of the IAPs were accepted. The key highlights of the Conference were:
New frequency allocations to the mobile service in the 5 150-5 350 MHz and 5 470-5 725 MHz for the implementation of wireless access systems including RLANs.
ITU will study technical and operational issues relating to the future development of IMT-2000 and systems beyond IMT-2000 and develop Recommendations as required. No change to the frequency allocation table for IMT-2000 allocations was agreed.
Approval of a resolution that will allow the deployment of new technologies for wideband and broadband public protection and disaster relief applications.
Approval of a resolution on the potential use of the bands 27.5-28.35 GHz and 31-31.3 GHz by High Altitude Platform Stations in the fixed service. ITU will continue studies on technical and regulatory issues.
Earth stations on board vessels transmitting in the 5 925-6 425 MHz and 14-14.5 GHz bands were permitted providing they meet a number of specific technical limitations.
Approval of a resolution on the use of the band 108-117.975 MHz. This resolution recognizes the need for the aeronautical community to provide additional services and also takes account of the need for the broadcasting community to provide digital terrestrial sound broadcasting.
Regarding the Agendas for Conference, a new recommendation on the principles for establishing agendas for conferences in response to Resolution 80 was approved.
Approval of a resolution for the protection of existing services in all Regions from non-geostationary-satellite networks in the fixed-satellite service using the frequency bands around 1.4 GHz on a secondary basis.
Agreement to shift broadcasting stations in Regions 1 and 3 from the 7100-7200 kHz band and to reallocate this band to the amateur service in those two Regions. This change will take effect on 29 March 2009. In Region 2, the allocation of 7000-7300 kHz remains exclusively for the amateur service.
Extension of the secondary mobile-satellite service allocation in the 14-14.5 GHz band to include the aeronautical mobile satellite service.

Resolution 119 (PCC.III/Res. 119
(XVIII-01) establishes the procedures for the
preparation and adoption of Inter-American Proposals for World Radiocommunication
Conferences.
During
the IAPs development process, each of the Chapter working groups will be
preparing documents entitled as follows:
This type of document contains
background information, a description of the issues and country’s
preliminary views that pertain to WRC agenda items. This is a Chapter working
document that serves as the basis of the discussions towards the development
of preliminary proposals and Draft Inter-American Proposals.
This
document contains proposals that are under discussion with a view to achieve
consensus and the development of Draft Inter-American Proposals. These
preliminary proposals are equivalent to the “PROPOSALs” defined in
Resolution PCC.III/RES. 119 (XVIII-01).
This
document may include a short Background that contains information that is
relevant to the understanding of the proposal.

Draft Inter-American Proposals
This
document contains proposals that are supported by more than one Administration
and for which the Chapter sub-working group discussion is completed.
It is understood that this document may not contain alternative
proposals for the same topic and same agenda item. The Chapter document is
forwarded to the plenary of the WRC-2003 WG and in turn to the PCC.III plenary
for review and possible approval, after which the Executive Secretariat will
circulate it to CITEL administrations for consideration.
If these Draft Inter-American
Proposals receive the necessary support, without sufficient opposition, they
will become Inter-American Proposals, which are defined as follows:
These are Daft Inter-American Proposals for which the PCC.III has ended its consideration and discussion, and that has been supported by no fewer than six (6) Administrations and is not opposed by more than 50% (fifty percent) of the number of supports obtained.
