XXI Meeting of COM/CITEL will be held in Washington, DC, USA from December 7 to 9, 2009 |
To analyze the adoption of technologies that enable to meet the requirements of the Member States
To provide information to the Member States of results obtained in the area of satellites by the World Radiocommunication Conferences;
To analyze the implementation of satellite systems by the CITEL Member Countries, taking into account, inter alia, the following points;
c.1 use of the radio frequency spectrum
c.2 possible criteria for sharing frequency bands for the interoperability of satellite systems and other services
c.3 procedures for coordination in keeping with those of ITU-R
c.4 implementation of the Global Mobile Personal Communications by Satellite ("GMPCS") Memorandum of Understanding and Arrangements
Propose information mechanisms for the CITEL Member Countries that, inter alia, cover:
d.1 technical standards;
d.2 regulatory framework;
d.3 interconnection criteria;
d.4 operation networks;
d.5 migration processes;
d.6 existing providers and technologies on the market;
d.7 unhindered circulation of GMPCS terminals across borders;
d.8 services transmitted through satellite systems.

To develop proposals in order to provide a solution to the problem of harmful interference of unauthorized transmissions to satellite communication systems

a. The Ad Hoc Group will study means to facilitate the implementation of the modification of procedures of the allotments in the FSS Plan in Appendix 30B Plan by regional or subregional groups of CITEL Member countries;
b. The Ad Hoc Group will identify regional and or subregional groups of CITEL Member countries for the purpose of providing advice on implementing the modification procedures of the FSS Appendix 30B Plan;
c. The Ad Hoc Group will provide assistance in recommending changes to the FSS Appendix 30B Plan to provide the required spectrum and geographic coverage;
d. The Ad Hoc Group will prepare a Draft New Question for submission to ITU-R Radiocommunication Assembly 2007 that addresses the development of methods for modifications to allotments in the FSS Appendix 30B Plan make more efficient use of those orbital and spectrum resources while fostering equitable access to the geostationary orbit;
e. The Ad Hoc Group will provide assistance in the preparation of appropriate studies regarding the FSS Appendix 30B Plan for submission to the ITU-R;
f. The business of the Ad Hoc Group will be conducted primarily through electronic means.

GMPCS is a personal telephony system providing transnational, regional or global coverage from a constellation of satellites accessible with small and easily transportable terminals. Whether the GMPCS satellite systems are geostationary or non-geostationary, fixed or mobile, broadband or narrowband, global or regional, they are capable of providing telecommunication services directly to end users. GMPCS services include two-way voice, fax, messaging, data and even broadband multimedia.
The GMPCS Memorandum of Understanding (MoU) is a cooperative framework signed by Member States, GMPCS System Operators, GMPCS Terminal Manufacturers and Service Providers to memorialize the non-contractual and non-legally binding terms of their cooperation. The objective of the cooperation is to allow GMPCS subscribers to take their terminals anywhere and, more importantly, to use them in countries where they are licensed. The final text of the GMPCS-MoU was adopted on 18 February 1997. It contains six (6) articles dealing with type approval of terminals, licensing of terminals, marking of terminals, customs arrangements, access to traffic data and review.
