1. Objective:

To serve as a telecommunication advisory body of CITEL with respect to:

  1. Coordination of standards for telecommunication networks and services, with the aim of achieving the interoperability of such networks and services within the region;

  2. New policy, regulatory, and economic matters arising as a result of the rapid evolution of telecommunications; and

  3. Initiatives for the introduction of technologies and services, such as, inter alia, MRAs, conformity assessment procedures, and tariff matters.

To implement this objective, Permanent Consultative Committee I has the following mandates:

2. Mandates:

In accordance with the ITU Regulations and taking account of the ITU Recommendations:

  1. To promote coordination, planning, and harmonization among the Member States with regard to technical standards; conformity assessment procedures; tariffs matters; and telecommunication network regulatory frameworks, with a view to their integration and interoperability.
  2. To encourage and promote the development of telecommunications networks and services in the region;
  3. To encourage and promote the development of packet-based networks that support multiservice platforms in ubiquitous broadband conditions and provide services regardless of method of access and/or medium, for all types of users. In addition, to promote the development and implementation of new and evolving telecommunication technologies, such as IP, Ethernet, and Internet aspects of mobile networks (e.g., IMT-2000 and other wireless technologies), and new services such as Voice over IP, Video over IP, and Multimedia Messaging System;
  4. To study the requirements of telecommunication equipment certification processes in the different CITEL countries, with a view to conducting analyses for the harmonization of such processes in the region;
  5. To encourage the implementation of mutual recognition agreements;
  6. To develop projects on economic aspects and tariff principles of telecommunications services
  7. To formulate projects on economic aspects and tariff principles of telecommunication services that take account of the impact of Next Generation Networks (NGNs) on the delivery of such services; and to examine the need for a new or adapted charging and accounting mechanism for the provision of such services in the region;
  8. To raise awareness among the Member States of the status of regulations on new telecommunication networks and services in order to promote discussion of the topic and provide recommendations on how to implement an efficient, fair, functional, and forward-looking regulatory framework that serves the countries of the Region and can be adapted to the constantly evolving technological conditions;
  9. To effect coordination of regional preparations for specific ITU events, as appropriate, such as the World Telecommunication Standardization Assemblies, including the preparation of inter-American proposals (IAP) and common positions, and to conduct interregional consultations in preparation for such events;
  10. To effect coordination with the different committees and working groups of CITEL in connection with those aspects which, by their nature, lend themselves to joint action.
