The CITEL Assembly purpose and functions are:
According Article 5 Statute
"To serve as an Inter-American Forum in which the highest telecommunications authorities of the CITEL Member States will share opinions and experiences and make appropriate decisions to direct their activities towards achieving its assigned objectives and mandates."
Functions:
Establishing the policies for achieving the objectives and functions set out in Article 3 of this Statute;
Electing the members of COM/CITEL;
Establishing the Permanent Consultative Committees;
Approving the request for membership in CITEL of American States that are not members of the Organization, subject to ratification by the General Assembly of the Organization.
Proposing amendments to this Statute for approval by the General Assembly of the Organization
Approving the CITEL Regulations.
Place and Frequency of Meetings (Article 6 Statute)
CITEL holds a Regular Meeting of the CITEL Assembly every four years, in the place as determined by the CITEL Assembly in accordance with the principle of rotation set forth in the Regulations.
The CITEL Assembly may hold Special Meetings as provided in the Regulations.
CITEL has had three Assemblies, whose final reports are the following:
1994 First Assembly - Montevideo, Uruguay
1998 Second Assembly - Quito, Ecuador
2002 Third Assembly - Washington, DC, USA
2006 Fourth Assembly - San Jose, Costa Rica
