XXI Meeting of COM/CITEL will be held in Washington, DC, USA from December 7 to 9, 2009

II Meeting of COM/CITEL
from 12 to 16 December, 1994,
Montevideo, Uruguay

COM/CITEL met in Montevideo for four and one half days from 12 to 16 December 1994. Fifteen Member countries were present, five official observers and five international organizations. Señor Juan de la Cruz Silveira Zavala of Uruguay was the chairman of the meeting.

The highlights of the meeting included:

• COM/CITEL considered the adoption of an international amateur radio operators permit which would allow a visiting radio amateur to operate in a country other than the country issuing the permit given that the countries involved both signed the new convention. The new procedure simplifies the process envisioned by the 1987 Lima Convention. In order to speed up the process of bringing the new convention into force, COM/CITEL forwarded the convention to the 1995 General Assembly recommending that they approve the document. COM/CITEL will also be requesting the Permanent Missions to be prepared to sign the Convention during the Assembly Meeting.
• COM/CITEL provided specific guidance for the completion of CITEL's Strategic Plan for the next five years, taking into account the Action Plan adopted by the Summit of the Americas.
• Summit of the Americas: COM/CITEL directed the Permanent Consultative Committees (PCCs)to place emphasis on those activities which best fulfill the objectives of the Summit. The PCCs were specifically requested to adopt programs that address an evaluation of theLegal, Regulatory, technical means to promote liberalization, common standards, interoperability of networks and the compatible utilization of the radio spectrum.
• Budget: The meeting provided guidance to the Executive Secretary for the preparation of the 1995 budget and the 1996-1997 draft budget highlighting the activities resulting in response to the Action Plan of the Summit.
• In response to the expressed desires of Member countries, COM/CITEL established a working group on development activities to ensure that this important topic remained prominent on the CITEL program of activities. The working group is responsible for ensuring that the PCCs include in their program elements on development and that there isn't overlap of responsibilities and programs. Señor Enrique Pérez of Chile has been designated to be the Chairman of this working Group.
• Modifications to the CITEL Regulations were adopted to overcome the cumbersome provisions regarding joining CITEL as an Associate Member. The old provisions put undue restrictions on the Executive Secretary and unnecessary work on the Chairpersons of the Permanent Consultative Committees.
