XIII Meeting of PCC.I will be held in Puerto Iguazú, Misiones, Argentina from August 5 to 8, 2008 |
COM/CITEL has a new Chairman. The National Communications Direction of Uruguay named Mr. Ernesto Dehl as the new Chairman of COM/CITEL and he will remain in office until the next CITEL Assembly. The COM/CITEL gave special recognition to the leadership provided by Mr. Juan De La Cruz Silveira Zavala.
This year's meeting of COM/CITEL had such a full agenda that parallel sessions were required for two of the four days in order to complete the agenda. There were a number of important items on the agenda which included:
It was with great satisfaction that COM/CITEL has endorsed the revision of the Blue Book which was a joint effort of the ITU/BDT and CITEL. The Blue Book will be distributed to all members once the editing process has been completed by the ITU. The revision contains a more balanced approach to the process of liberalization and privatization than was provided in the initial version.
The meeting of Senior officials to follow up on the Summit Decisions will be held in the second half of 1996. The decision on the specific date for the meeting will be taken in early February 1996. The meeting is intended to position the telecommunications sector to support the Summit objectives. Senior representatives of the private sector will also have an opportunity to participate in the meeting.
The revised version of the Strategic Plan was a substantial improvement over that which was submitted the previous year.
Although 9 of the 13 recommendations were acted upon, the Executive Secretary was instructed to submit a revised plan to the 1996 session and to include in the revised plan any directions that may be given by the Senior Officials Meeting next year.
COM/CITEL encouraged the Steering Committee to take on a more active role in defining the long range direction of CITEL activities and objectives, and in particular to examine the present structure of the PCCs in light of the rapidly expanding number of Associate Members and the overall program of activities.
Numerous coordination problems have occurred because of the expanding scope of the activities being undertaken by the PCCs.
The Annual report was approved along with some revisions to the regulations intended to simplify operational processes in CITEL.
The PCCs are about to undertaken an accelerated schedule of meeting to address the issues of importance to members and associate members, and to provide member countries with sufficient time to give serious consideration to preparing common proposals for the 1997 World Radiocommunications Conference.
The PCC.I Working Group on Value Added Services met informally the day prior to the COM/CITEL meeting and decided on holding a 2 day seminar on VAS and to use the occasion to complete the work plan for the working group.
In attendance at the COM/CITEL meeting were 14 member countries, five official observers and five international organizations.
