The XVI Regular Session of the General Assembly of the OAS, was held in the city of Panama, Republic of Panama, from 3 to 7 June, 1996. CITEL was represented by its Chairman, Mr. Ernesto Dehl, and by the Executive Secretary, Mr. Roberto Blois.

The decisions taken by the Assembly in relation to the Report of the Activities of 1995 and the Program-Budget for 1997 were very positive.

The Assembly decided to endorse the report presented by the Permanent Council regarding CITEL's Annual Report noting, in particular, the extensive range of activities carried out by CITEL, and the new mandates given to the Commission by the 1994 Summit of the Americas and the Twenty-Sixth Regular Session of the General Assembly.

The Assembly praised CITEL for the excellent job in 1995. It also commended the quality and timely presentation of CITEL's Annual Report.

Accordingly, the Assembly approved a Resolution taking special note of the instances in which CITEL has sought to comply with, and advance the mandates and objectives of the 1994 Summit of the Americas, and the work of CITEL, and urging its continuous endeavors in this regard.

Furthermore, the Assembly commended CITEL on its diverse and wide range of practical programs and initiatives and in particular those that enhance relations with the regional, sub-regional and international telecommunication entities, and that exploit modern technological innovations and developments.

Regarding the program-budget for 1997, there was a reduction of the order of 6%, in relation to the budget that was presented by CITEL to the Permanent Council.

This reduction was due to a variety of factors that affected all of the organs, agencies and entities of the OAS.
