XXI Meeting of COM/CITEL will be held in Washington, DC, USA from December 7 to 9, 2009 |
Geneva, October 27 to November 21. The WRC is the International forum for world agreement on the use of radio frequencies and satellite orbits. One of the most important tasks of each World Radiocommunication Conference is to examine and rule on requests for introduction of new services or expansion of existing services. The crowding of certain bands and the need to protect existing services make the decisions of these conferences each time more difficult.
For the first time CITEL established an office in Geneva (from October 27 to November 21) which served as a center for the countries of the region and where the proposals submitted were considered in detail.
The Executive Secretary and an engineer of the Secretariat coordinated works, prepared documents and organized the preparatory meetings. In general, there were two plenary sessions each week but also as there were chapter coordinaots they had working meetings to analyze proposals.
This Conference was of fundamental importance because not only for the first time were presented the proposals of the Americas region but also because during the meeting a great emphasis was put in the preparation and participation in these meetings by the different regions.
Before the Conference CITEL sent 45 proposals to the ITU, number that was increased to 50 due to the work done during the meeting and finally 37 were fully or in more than 50% approved.
The most important issues of the Conference were:
A new plan was adopted for the Broadcast Satellite Service in regions 1 and 3 that made it necessary for region 2 countries to follow it closely so that it would not affect the region 2 plan.
For region 2, the date of entry into use of spectrum allocated to the Non-Geostationary Mobile Satellite Service (NGSO MSS) was changed to 1 January 2002 instead of 2005.
An agreement was reached between new mobile satellite service operators which will allow the developing of a number of new broadband global satellite systems. New primary allocations were adopted for the Non-Geostationary Fixed Satellite Service (NGSO FSS) in the Ku and Ka bands. This allocation will enable system construction of the three"big" NGSO FSS systems currently planned: Teledesic, SkyBridge, and Celestri. Some 400 MHz of spectrum in the 19 GHz and 29 GHz bands had already been allocated to NGSO FSS systems at WRC 95, but to meet system requirements, an additional 100 MHz was allocated in the bands 18.8-19.3 and 28.5-29.1 GHz. Also the conference approved the following new primary allocations to NGSO FSS in the bands between 10.7 - 11.7 GHz, 11.7 - 12.75 GHz (Regions 1 & 3) and 11.7 - 12.7 GHz (Region 2) for downlinks; and 12.75 -13.25 GHz and 13.75 - 14.5 GHz in all Regions for uplinks. All these allocations are subject to strict power limits for the NGSO FSS, in order to ensure the protection of GSO and other services already operating in those bands.
Operational provisions for the mobile maritime satellite service and corresponding aeronautical navigation services were approved. These new provisions provide the technical basis for the full-scale implementation of the new Global Maritime Distress and Safety System (GMDSS), scheduled for 1 February 1999.
The Conference decided that studies were required to determine sharing possibilities to allow expansion of mobile satellite services into the bands currently allocated for aeronautical and maritime navigation systems.
Administrative procedures were adopted so that now there is the requirement of regular disclosure of implementation data for satellite systems such as the name of the spacecraft manufacturer, the satellite operator, the launch vehicle provider and the customer; the contractual date of delivery, the number of satellites procured and the contractual launch date. The procedures are aimed at minimizing the number of paper satellites by requiring information which becomes available when systems have reached an advance stage of development and are soon to be deployed.stations, the fixed service, and feeder links for the fixed satellite service.
Financial procedures that would have required additional measures such as a filing fee for satellite networks, an annual registration fee, and a refundable deposit system for new satellite networks, were not endorsed by the Conference.
The meeting agreed on 1 January 1999 as the date of the coming into effect of changes to the Radio Regulations made at WRC-95.
The Conference agreed to upgrade to primary status the allocation of meteorological satellite and earth exploration satellite services in the 401-402 MHz and 403-404 MHz, and of the Earth exploration satellite service in the bands 1 215-1 300 MHz and 5 250-5 350 MHz.
Resolutions were approved on the levels of spurious emissions, and studies were recommended on the use of sharing of bands above 30 GHz by high altitude platforma suggestion for modifications to the CITEL regulations and of guidelines on procedures and working methods of the PCC were prepared.
The Conference approved a procedure that will result in a review of the HFBC planning system with a view to implementing a system of direct co-ordination of broadcasting systems by administrations or inter-regional meetings.
A new Article (S12) was adopted which promotes the development of a voluntary co-ordination process to resolve incompatibilities prior to submission to the ITU.
There will be a survey conducted of transmitter and receiver statistics and the results will be presented to WRC-99 as background information to be utilized in the reconsideration of the date for cessation (31 December 2015) of Double Side-Band (DSB) transmissions in the bands 5 900-26 100 kHz.
Punta del Este, Uruguay. December 1 to 5, 1997. This was the last meeting before the Assembly of CITEL so there was a large agenda that took into account the main issues for its'preparation.
A detailed analysis of the strategic plan of CITEL resulted in the approval of resolutions such as the one that indicates the need to have available as soon as possible an electronic handling system. An extension of the duration of the Ad Hoc Working Group that is considering the structure and functioning of CITEL was approved. Also, Among theResolutions approved were the budget of CITEL for 1998 and 1999 and a working procedure so that an organization can be recognized by CITEL to operate as a one of its Regional Training Centers. Following the procedure adopted, In this opportunity, the Centroamerican Training Centre of COMTELCA was approved a Regional Training Centre of CITEL.
The next Summit of the Americas also was one of the subjects considered and a draft text was approved for the telecommunications section of the action plan. This text was sent to Ambassador Martabit, General Coordinator for preparing the Summit of the Americas.
Taking into account the excelent results obtained in the first presentation of common proposals of the region to the World Radiocommunication Conference, 1997, a first draft document was prepared to be presented to the World Development Conference to take place in Valleta, Malta, march 1998. This document was sent to all administrations asking for their coments before Febrary 15, 1998.
Also, recognizing the benefits for the countries of the International Amateur Radio Permit Convention, Administrations were asked to give serious consideration to its ratification.
It is very important to highlight the II Assembly of CITEL that will take place in Quito, Ecuador. The Assembly will study CITEL's objectives and strategies so as to meet the country and associate member needs. Please send your contributions as soon as possible.
The Twentieth meeting of the Pacific Telecommunications Council was held in Hawaii, January 11 to 14, 1998. The Executive Secretary participated representing CITEL. 1500 persons participated in the meeting representing government authorities responsible of regulations and the operation of networks, international consultants, policy analysts, user organizations and high executives of operators and regional and international organizations. Among the various work sessions there were one on "Progress of telecommunications in Latinamerica"and on "Regional Asociations Federation".
During the first session Argentina, Chile, Colombia and Peru participated and they spoke on telecommunications developments regarding telecommunications in each of their countries. Or particular interest were specific items on rural telecommunicatins, market opportunities and policy challenges.
At the second session PTC (Pacifc Telecommunication Council), CITEL, ITU, SPF (South Pacific Forum), PECC (Pacific Economic Cooperation Council), APECTEL (Asia Pacific Economic Cooperation), PITA (Pacific Island Telecommunication Association) and APIA (Asia Pacific Internet Association) participated.
Among the issues discussed were the preparation of regional organizations for the World Conferences of the ITU. CITEL's participation during WRC-97 was praised and the activities to prepare for the WTDC-98 and for the 1998 Plenipotentiary Conference were considered. The need for a mechanism to implement Resolution PLEN-2 from WRC-97 was pointed out. This resolution instructed the Director of the Development Bureau of the ITU to consult regional organizations as to ways to give asistance in the preparation procedures for the World Radiocommunication Conferences.
The participants pointed out the need to considerproblems of users so as to include their perspectives in the working programs of the different regional and international organizations.
During the meeting, CITEL had the opportunity to exchange informations in relation to the work programs and ways in which the regional organizations could cooperate for the development of telecommunication infrastructures of its members.
The PCC.I FORUM on Telecommunications will take place in Buenos Aires, Argentina, April 13 to 17, 1998. The main issues to be considered will be:
There will be presentation from nearly every country of the region and experts from the ITU and ETSI.
The FORUM is directed to Administrations, Governments, Regulatory Agencies, Operators of Public Telecommunication Networks, Manufacturers and Tecnology Solutions Providers.
