XII Meeting of PCC.II will be held in Mar del Plata, Argentina from September 16 to 19, 2008 |
It was held June 1 to 5, 1997, in Lima, Perú, and were present there representing CITEL the Chairman of COM/CITEL, Mr. Ernesto Dehl, and the Executive Secretary of CITEL. At this meeting two resolutions were approved directly related with CITEL, please find below a summary of the resolves:
The Committee on Budgetary Affairs of the Permanent Council is recommended that within the framework of existing allocations identify the resources required to monitor the activities recommended by the Ministers, in order to comply with their objectives and commitments.
In addition, requests CITEL to continue including in its report to the General Assembly a review of the follow-up to the Summit of the Americas and of activities arising out of decisions adopted by the Meeting of Senior Telecommunication Officials.
The General Assembly requested the Secretary General to use his good offices with the governments of member states in order to ensure participation by senior state telecommunications officers in the Second Regular Meeting of the CITEL Assembly.
During the meeting the Annual Report (1996) of CITEL was submitted. It was received with much interest and in particular, countries congratulated CITEL on its accomplishments, and regarding the significant reduction in the budget of the Department of Fellowships for the area of telecommunications for 1997 and 1998 asked the Executive Secretariat to seek increasing funding for training activities.
Also, the CITEL budget of $ 377,400 (not including personnel) was approved for 1998. This budget covers the complete operation of CITEL for 1998 (communications, office supplies, publications, translations). The 1998 budget covers a meeting of the CITEL Assembly and 6 meetings of the 3 Consultative Committees and the Steering Committee. The budget allocated for fellowships (not included in above mentioned budget) is US$ 60,000.
The Meeting of PCC.III was held in Brasilia, Brazil from June 16 through 20, 1997, and concentrated on advancing and finalizing the CITEL Report to prepare for the ITU World Radiocommunications Conference of 1997, which contains joint positions of the countries of the region.
Pursuant to the rules of procedure adopted, thirteen joint proposals were reached between the countries regarding various items on the WRC-97 agenda.
Resolutions were also considered and adopted on topics such as use of the 2 GHz band in the Americas and use of the radiobroadcasting spectrum allocated to IMT-2000. In particular, as regards the 2 GHz band, a Recommendation was adopted seeking global harmonization of the band through inclusion of the allocation of Region 2 in Regions 1 and 3.
The next meeting of PCC.III will be held in Mexico City from September 22 through 26, 1997. Four seminars will be held during that meeting on: the World Trade Organization, GMPCS, IMT-2000, and Mobile Satellite Service below 1 GHz.
The results of data collection for the database on attribution of frequencies in the Americas will be presented, the objective of which is its harmonious use and simplification of the introduction of services.
Within the framework of obtaining technical solutions for the development of telecommunications in the region, the following studies, among others, will also be monitored: quantification of incompatibilities between the Wireless Fixed Access Systems and Personal Communications Systems, LMDS/LMCS, geostationary orbit satellite systems, and networks using very small aperture terminals.
Regional Workshop on Evaluation of Compliance of Telecommunications Products

Integrated Management of Networks and Services

Objective: To describe the types of signalling used in conventional exchanges and common channel signalling characteristics. To prepare messages referring to telephone service. To describe basic concepts regarding mobile telephone service and the ISDN.
The fellowship application requirements and procedures can be obtained from the OAS Office in the Member States.
