CITEL participation in the twenty-fifth regular session
of the General Assembly in
Montrouis, Republic of Haiti,
from June 5-9, 1995
The twenty-fifth regular session of the General Assembly of the OAS was held in
Montrouis, Haiti, from the 5th the 9th of June, 1995.
CITEL was represented by its Chairman, Mr. Juan de la Cruz Silveira Zavala, from
Uruguay, and the Executive Secretary, Mr. Roberto Blois.
Among the items discussed, the following are of special interest to CITEL:
- by resolution set forth in document AG/doc 3256/95, the General Assembly
adopted, without amendments, the Convention for the use of an International Amateur Radio
Permit proposed by the COM/CITEL.
The resolution was adopted in the eighth plenary
session held on June 8, 1995. On the same date, Uruguay and the United States signed the
Convention.
- by resolution set forth in document AG/doc.3249/95, the General Assembly
adopted the Program-Budget of the Organization for the 1996-97 biennium.
The
appropriation approved for CITEL, equivalent to US$ 757,700.00 for every year, corresponds
to the request submitted by the Chairman of the COM/CITEL to the Secretary General by
letter dated March 29 of this year.
With respect to the funds needed for the recruitment of additional support staff for
the Executive Secretariat, requested in terms of an increase in volume of work, these were
not included in the budget for the 96/97 in view of a pending redeployment of available
personnel in the OAS for certain areas considered to be priorities. In all likelihood,
CITEL will benefit from this personnel redeployment.
- by resolution set forth in document AG/doc.3244/95, which addresses the
Observations and Recommendations of the Permanent Council in relation to the Annual Report
of the Bodies, Organisms and Entities of the Organization, the General Assembly decided
"to underline the important activities carried out by the Inter-American
Telecommunication Commission (CITEL) to facilitate and promote, by all means available to
it, the continuing development of telecommunications in the member states."
- by resolution set forth in document AG/doc.3236/95 rev.1, which includes the
DECLARATION OF MONTROUIS: A NEW VISION OF THE OAS, the ministers of foreign affairs and
heads of delegation of the member states declared "Their commitment to promoting
investment in information, communications, and telecommunications infrastructure,
requesting the Secretary General to promote access, for our countries' institutions, to
information networks, and to support and propose policies for strengthening the
Inter-American Telecommunication Commission (CITEL) so that it may fulfill the mission
entrusted to it in the Plan of Action of the Summit of the Americas.
