The second meeting of PCC.III was held on Isla de Margarita, Venezuela from 13-17 March 1995 with 11 Member Countries present, Associate members from 7 Member countries, and representatives from 4 international organizations were participating. Ninety (90) people were in attendance.
Preparations for the ITU World Radio Conference scheduled for later this year, working procedures for PCC.III and responding to the Action Plan of the Summit were the underlying themes of the meeting. As a consequence, there were a number of new initiative put into motion.
The meeting also noted and welcomed the presence and participation of Associate Members from seven Member countries. As is the situation in PCC.I, the Associate Members are beginning to take an active role in the activities PCC.III and submitting proposals for the work of the PCC.
The preparations for the Conference Preparatory Meeting (CPM) in Geneva immediately following PCC.III occupied the majority of the time of the meeting. The purpose of a CPM is to lay out the technical basis for the work to be undertaken by a World Radio Conference. The conference later this year will be concerned with the frequency allocations for the implementation of the new Mobile Satellite Services (MSS) that are being planned as global systems. These new systems bring the promise of providing communications between any two points on the earth without the construction of a traditional terrestrial telecommunications infrastructure. PCC.III is attempting to establish common proposals among the countries of the Americas for the ITU conference in the fall and for the future conferences. The ITU has established a regular schedule of World Radio Conferences, one every two years.
In an attempt to attack the conference preparation process in an organized fashion, PCC.III decided to establish specific working groups on special topics such as:
In addition, PCC.III is considering establishing a legal group to address the numerous regulatory issues in radiocommunications.
Regarding the Summit of the Americas, PCC.III was particularly concerned with the directions given to CITEL to:
PCC.III has setup coordination mechanisms with PCC.I on standards, equipment certification procedures and the interoperability of networks in order to avoid duplication of effort. In addition, PCC.III has set in motion an accelerated process regarding spectrum usage in the Americas.
The next meeting of PCC.III is scheduled for August 21-25, 1995 in Mexico City, but prior to the third meeting, the conference preparatory group of CITEL will meet in Brazil in June 26-29, 1995 to finalize proposals for the ITU conference in the Fall.
